Malaysia and Thailand Implement Medical Device Regulatory Reliance Programme

Malaysia–Thailand medical device reliance supports Class B, C, and D registrations through streamlined pathways between MDA and Thai FDA.

The Malaysia–Thailand medical device reliance programme entered full implementation on May 1, 2026. It applies to Class B, C, and D medical device registrations and allows each authority to leverage qualifying regulatory reviews completed by the other.

The full programme followed a three-month pilot conducted from February 1 through April 30, 2026. Applicants must still use the applicable Malaysian or Thai pathway and satisfy the relevant eligibility and submission requirements.

How Malaysia–Thailand Medical Device Reliance Works

The program establishes streamlined registration routes in both Malaysia and Thailand:

  • Medical devices with Thai FDA approval may use Malaysia’s verification route instead of the full evaluation route.
  • Medical devices with Malaysian MDA approval may use Thailand’s reliance route and bypass external expert evaluation with a full Common Submission Dossier Template submission.

These routes are intended to reduce unnecessary regulatory duplication while maintaining the safety, quality, and performance standards required in each market.

Potential Market-Access Benefits

For eligible devices, regulatory reliance may provide several potential benefits:

  • A more efficient registration pathway
  • Reduced duplication of regulatory review
  • Better use of an existing approval from the partner authority
  • Potentially faster market access in Malaysia or Thailand

The program represents a significant step toward greater regulatory cooperation between the two countries and supports broader regional alignment for medical devices.

Malaysia–Thailand Medical Device Reliance: What Manufacturers Should Consider

Reliance does not necessarily mean automatic approval. Manufacturers should confirm that their device classification, existing approval, submission documentation, and intended registration route satisfy the applicable eligibility requirements.

Companies should also evaluate the completeness of their technical documentation, Common Submission Dossier Template, labeling, local representation, and other market-specific requirements before pursuing a reliance pathway.
